Job Description

Project Title: "Legal and Linguistic Support Project for the Turkish Cypriot community"

General description of the position:

  • S/he will regularly assess the needs of the technical and legal staff in the “legislative process” and develop and supervise the training programme;
  • S/he will mainly deliver/supervise trainings, organise activities related to strengthening capacity of the stakeholders involved in “legislative process” and in legal drafting ;
  • S/he will develop a work plan for the legal drafting support;
  • S/he will supervise, provide support, counselling and assistance on legal drafting and “legislative process” ;
  • S/he will be responsible for managing and supporting the preparation of the “legislative plan” dedicated to the harmonisation with the EU acquis under TAIEX and developing the Rules of Procedures for the “legislative process”; o S/he will be responsible supervising the coordination and collection of the past legal texts in progress and in “adoption” in addition to extracting legal and technical terms for the glossary.

Expert category:

  • Cat. I (>12 years of experience);

Qualifications and skills required:

  • Relevant Master’s Degree (i.e. law or in a directly related discipline) or, in its absence, minimum 15 years of equivalent professional experience in addition to the general professional experience duration fixed below;
  • Membership in a bar association;
  • Good communication, interpersonal skills, strong leadership, organisational and reporting skills;
  • Ability to work under pressure within complex institutional and organisational settings;
  • Full computer literacy;
  • Excellent command of written and spoken English.

General professional experience:

  • At least 12 years of experience in the field of law either as an instructor, a lawyer or a consultant;
  • Experience acquired through at least two assignments in contributing to development of Annual Legislative Plans, Rules of Procedures & Legislative guidelines and templates;
  • At least two years of experience of working with a team of professionals (e.g. lawyers) responsible for drafting legal texts.

Specific professional experience:

  • At least 3 years of experience in developing training materials and delivering trainings on law, specifically on legal drafting and legislative processes;
  • At least 6 years of experience of experience in planning, monitoring or implementing projects in the field of legislative processes and legal drafting;
  • Working experience with EU law acquired through at least two assignments;
  • Good knowledge and understanding of the sensitivities in post-conflict regions through at least one assignment in a post-conflict or country in conflict to prove her/his capacity to quickly understand complex socio-economic and political structures such as those of the northern part of Cyprus will be an asset;
  • Knowledge of “legislative system and procedures” in the Turkish Cypriot community acquired through working in at least one relevant assignment in TCc will be an asset.

Language skills:

  • Excellent command of written and spoken English.
